Phil is the inaugural Chair of the Board of Directors of the Australian Infant Child and Adolescent Mental Health Association (AICAFMHA) since its formation as a company in June 2000.

Phil led the process for the formation of AICAFMHA from the original conference held in Adelaide in February 1995 and maintains an active involvement in AICAFMHA’s national Children of Parents with a Mental Illness (COPMI) program. A clinical psychologist by training, Phil has extensive management experience in both community and hospital settings. For many years, he held the position of Chief of Mental Health at the Women's and Children's Hospital in Adelaide.

Phil has held a range of Executive positions within the Women’s and Children’s Health network in Adelaide and is currently Executive Director, Corporate Services. In this role he has responsibility for Clinical Governance, Facilities and Planning Management, Engineering and Building, Property Services, Administration and Admissions, Health Information Management Services, Health Informatics, Planning, Performance and Outcomes Unit and Transport.  From July 2010 to February 2012, Phil served as Executive Director, Acute Services.

He is a Councillor on the South Australian Safety and Quality Council, and a member of the Children's Hospitals Australasia Board.

In 2004, Phil was awarded the Public Service Medal (PSM) for his services to child and adolescent mental health.
